Custom priorities do not show up correctly on project portlet graph

    Description

      The admin interface for adding custom priorities should include a color picker similar to the look and feel page. This will allow users to specify a color for each priority in the graph.

      Priorities also need to be sorted differently (not by their id's alone). Currently, new custom priorities do not appear in the correct order.
