XML backup restore is performed despite expired license

Reproduction steps:

1. Create xml backup from a 4.x system, where license is expired for the 4.3 version.
2. In the setup screen select Import Existing Data and initiate the restore process
3. On completion of the process the application displays the expired license key error.

Note, user is not allow to enter valid license key!
