Email Notification Issue not working

The assignee on the task is not receiving email notification of the task being assigned ti him. However, they do get an email when the task is reassigned from them to another user. The newly assigned user is not receiving the notification.

This is happening for a new project create with new workflow. THough Assigned emails are going for another project setup a year before.
