note that, if you do not have the 'Modify Reporter' permission, the clone issue will be created with the same Reporter as the original issue

It should be as below:

note that, if you do not have the 'Modify Reporter' permission, the clone issue will be created with Reporter as the current user cloning the issue

During the cloning process, if the user do not have the Modify Reporter permission, there will be this note:

Note: You do not have the "Modify Reporter" permission. You will be the reporter of the clone issue.
