Release Notes Velocity Templates uses the jira.baseurl app property directly to build URLs

Urls should be built using the requestContext variable stored in the velocity context instead. This makes sure that the URLs are generated according to the current context path. The cange should be made in releasenotes-html.vm and releasenotes-text.vm
