      Steps to Reproduce

      1. Create issues at dates: Dec 21, Dec 29, Dec 30, Jan 1, Jan 2, Jan 8
      2. Create 'Recently Created Chart' at JIRA dashboard
      3. Check chart data

      Expected Results

      Issues created at Dec 29, Dec 30 belongs to Week52/53 (last week of the year)

      Actual Results

      Issues created at Dec 29, Dec 30 belongs to Week1 (first week of the year)

      Notes

      Created vs Resolved Issues Report in JIRA is displayed week 1 on the 1st JAN 2011 but do not have week 53 from 27th DEC 2010 till 31st DEC 2010. It should be week 1 from 3rd JAN 2011 till 7th JAN 2011

      Same problem for 2015/2016: "Recently Created Chart" in JIRA is displaying week 1 for issues created before the 1st JAN 2016 2010.
