Clicking the Up Arrow Goes to Next Issue after Searching for Issues

      This happens in Safari 5 (and Chrome).

      To replicate bug:

      1) Search for Issues (filter so that more than 3 issues show up)
      2) Select any issue after the first
      3) Try to click the Up Arrow in the upper right corner to go to the previous issue. It will actually lead you to the next issue because the Up Arrow is eclipsed by the clickable area of the Down Arrow.

      (I am creating a new issue because JRA-21531 is marked as "Fixed")
