Attachment Extension - upper/lowercase shouldn't matter

      The case of the extension of an attachment should not matter when Jira detects what it is (i.e. image). For example, see attachments in this bug:

      bobo.jpg
      bobo2.JPG
      bobo3.jPG

      Only bobo.jpg will be detected as an image.
