Support middle-click of the "Create issue" button in the header bar (Google Chrome)

Regardless of whether you left or middle click the create issue button, a modal dialog appears underneath the button asking you for some initial field values for the issue. Because this button is actually a hyperlink, when you middle click it, the create issue page should be opened in a new browser tab. This is the default functionality for most browsers.
