Adding tempMax=0 to the issue navigator will exhaust all memory

For example http://localhost:8090/jira/secure/IssueNavigator.jspa?tempMax=0

causes

java.lang.OutOfMemoryError: Java heap space
Dumping heap to java_pid14075.hprof ...
Heap dump file created [759283334 bytes in 10.196 secs]

I had -Xmx:1024m in plat at the time and 16 issues.

I have only confirmed this on 3.13 and will be look at other version very soon.
