Attachments need associated descriptions

    Description

      When adding an attachment to an issue, one can also create a comment, but there is no obvious relation between the comment and the attachment in the UI. There ought to be a 'description' field specifically associated with the attachment, like Bugzilla has. A MIME type field wouldn't hurt either.
