Text fields are much shorter than they were in 4.1.2

I thought we got this right in 4.1.2, and talking with JT, neither of us can remember an intentional change for this.

Long text fields on Create/Edit issue, such as Description and Environment, have shrunk substantially vertically - both in the initial state and in the max-height they grow to.

I recall that we limited the max-height of the bottom comment box because of the issue where it scrolled underneath the stalker, but even in 1024x768 it's far shorter than it could be, and shouldn't affect the fields in full-screen forms where there is much more space to work with.
