    Description

      When we upgrade JIRA or chnage to setup it would be erally handy to be able to email all jira users to notify them of the outage/change.

      It would be nice to be abily to choose between all users or a particular group as some chanegs will only impact a subset of user.

      This functionality would probably only be needed by the Administrator.
