User hover is inconsistent for anonymous users between JIRA and Confluence

      Hi everyone,

      The issue has not collected enough votes, watches, comments or support cases during it's lifetime. In this sense overal interest in the reported problem is low.
      Jira team is focusing on bigger and more impactful issues at the moment and we are not likely to look at the current bug soon. Therefore I'm resolving the issue as Timed Out.

      Atlassian will continue to watch issue for the further updates, so please don't hesitate to share your feedback in the issue comments.

      Links to a user's profile on the user hover full name and avatar were introduced in JRADEV-2084.

      The links appear for anonymous users, but the profile is not available to view, so they get a login page instead.

      This behaviour is not consistent with Confluence. In Confluence, if user profiles are restricted from anon users, then anon users will not see the hover at all. I'm raising this as JRADEV-2084 specifically states that the goal is consistency with Confluence.
