I'm not sure what the desired behavior should be, but the current behavior doesn't feel right.

At the very least, the "jitter" of the menu whenever the user hover appears is a bug.

• open up the cog menu of a subtask in the view issue page
• move the mouse a bit so that you activate a user hover
• The user hover appears under the cog (desired user hover should be above the cog menu?) (all browsers)
• The cog menu also jitters one or two pixels when the hover appears/disappears (IE8 but not IE7)
