Screen Tabs should be sticky

      Steps:

      1.- Restore the "example.xml" backup attached to this issue.
      2.- Login as "admin", "admin".
      3.- Go to the issue "BAIN-2".
      4.- Click on the "Two" tab.
      5.- Reload the page.
      6.- [BUG] Notice that the "Two" tab is not the selected tab anymore.

      This is not consistent with the activity tabs on the view issue page which are sticky.
