Tab order on Issue Nav is sometimes a little strange

    Description

      In Particular the Quick Search appears before the User Profile Link, and Views and Tools get focus before the permlink.

      This was observed originally on IE7, and can be reproduced in FF, although in FF you may need to go "backwards" to get to the earlier links.
