The file input in the "Attach" dialog is not consistent with its behaviour outside of JIRA in IE8.

1. Open attach file dialog in IE8.
2. Tab to browse.
3. [BUG] Hit enter. Nothing happens. Under IE8 hitting enter on the "Browse" button should submit the current form (try loading test.html in IE8 or IE7 if you don't believe me).
4. Click on browse and select a valid file. Don't submit the dialog.
5. Tab to the browse button.
6. Hit enter. The form is submitted this time.

I expect the first enter to submit the form. This is what happens in IE7 and outside of JIRA in IE8.
