"Move" doesn't make sense as UI action to _convert_ issue types

      Per GHS-2117, it appears I have to use the Move command to convert an issue from a Story to an Epic. This is unintuitive; "move" means changing something's location. Please make the UI more clear or provide a separate "convert" UI function.
