JQL field resolved ( resolution date ) returning incorrect results

Bear with me as I attempt to describe the behavior:
1.png- An issue has been resolved less than a minute ago
2.png- past one minute and the issue no longer shows ( correct )
3.png- Issue is being transitioned to verify, nothing is being updated
4.png- issue shows in filter ( incorrect )

In the DB:

changeitem:
 10052 |   10048 | jira      | status               | 1        | Open        | 5        | Resolved
 10053 |   10048 | jira      | resolution           |          |             | 1        | Fixed
 10054 |   10049 | jira      | status               | 5        | Resolved    | 10000    | Verified

changegroup:
 10048 |   10021 | jeff   | 2010-10-04 13:30:56.808-07
 10049 |   10021 | jeff   | 2010-10-04 13:32:40.19-07

Notice how the issue was resolved at 13:30:56 but the filter is returning it resolved at 13:32:40 when the issue was last updated.
