Password still can be changed although the 'External password management' is ON

    Description

      Steps to reproduce:

      1. Turn ON the 'External password management'
      2. The 'Change Password' link in the user profile should have been disappeared

      However, we still can change the password by running this URL: http://localhost:8080/secure/ChangePassword!default.jspa?username=admin
