Can JIRA have the ability to create (and, for all purposes) work with usernames with uppercase letters?

You 'can' update the username directly into the database, but when you try to, for example, create a filter, and search for the username with case sensitivity, it will result no items, and if you just lowercase all the username, it will show results.
