Description
onStart() is only called after the plugin framework is initialised if JiraUtils.isSetup() returns true, which occurs after JIRA has been "set up" by a user (i.e. home dir specified, admin user created etc.)
This is a problem for plugins present the first time a JIRA instance is started (e.g. bundled plugins such as the JIRA FishEye plugin) that use onStart() to perform post load initialisation.
