Users do not have permission to default JIRA home created when using installer

      When running the Windows installer on Windows 7, the default JIRA home directory is within Program Files, but the user doesn't have permission to that directory. (Now supposed to use some special application data directory for things like that.) So then when the user tries to start up JIRA after the install, it fails with a message about not being able to lock JIRA.
