As a user, I would like to be able to capture issues and reports as PDFs, for ease of sharing with others without requiring them to have JIRA access.

PDF is a standard file format for information interchange. It is the equivalent to Word in this realm.

Allow me, without having to install a plugin which hacks and slashes my install, to share PDFs with people.
