Iterating through search results using Next does not always lead to the last issue

    Description

      Quite often, when going through a list of issues, we observe the following behaviour. We select a filter, e. g. one that displays open issues to be discussed, then click on the first issue. Suppose that the filter shows, say, 23 issues. Often, iterating through the issues using the Next button in the upper right corner (for Jira 4.0, and using the down arrow for Jira 4.1) stops before the last issue, e. g., at some point it displays, say, "Issue 19/19", and the Next link is disabled. However, when we click the Return to search link, the missing issues are there.

      This is quite a concern, because it can lead to issues being "forgotten" if one does not remember to click the Return to search link.
