Sort Version Pickers differently

    Description

      Based on the way we manage releases, it would be nice if the "unreleased versions" in any version picker would display by the due date (ascending date order 'today' to null). And the "released versions" should display by version number. This could be a system parameter - 'by version list order' or 'by date/version order'

      This item relates to the displaying of versions discussed in JRA-21676 and JRA-19741. For reference, our version list is attached in JRA-19741.
