PrepareAction classes are no longer prepared

Setting up Jira 4.1.2 in our sandbox environment to begin testing for moving from Jira 4.0.x to Jira 4.1.x and found that we have plugins that are broken from what appears to be a failure of the framework to properly "prepare" actions that are implementing the "PrepareAction" interface. It seems that JiraActionFactory used to properly register PrepareActionFactoryProxy in the factory chain, but no longer does in Jira 4.1.x. I didn't see this type of change mentioned in the documention for updating plugins to work with 4.1 so I assume this is a bug. Can we please get this fixed so we don't have to recode all our plugins (and possible other 3rd party ones)?
