If I edit the labels on this issue, I would expect the suggestions to be something like "jql gadgets engine_room support_environment", etc., since those are the most popular labels for JRA according to the heat map right now at http://jira.atlassian.com/secure/BrowseProject.jspa?report=com.atlassian.jira.plugin.labels:labels-heatmap-project-tab&labels.view=popular&selected.field=customfield_10490&labels.order=alpha
Instead they are "text_error 2008 smtp maven using diff visibility workflows visio jirawebtest gadget-resize mail_archive post-processing" on an existing issue
and "advanced bugfixday confluence_3_1_pmm diff dropbox event fff in_progress maven nested role username" on a new issue.

(I originally thought this was a regression, but now I realize I was wrong. The behavior I describe has always been the case...I forgot that in Jira 3 I hacked our labels plugin to suggest the most popular labels first).
