Group Custom Field Value does not work as expected.

Group Custom Field Value is not working as expected in Add Notification and Add New Permission.

Steps:
1. Go to Add New Permission for "Create Issues"
2. Remove all "Users / Groups / Project Roles" that are related to the "Create Issues" permission.
3. In the Group Custom Field Value field, add a select-list custom field that does not have any value similar to the user groups.
4. You will see that the Create Issue Link is still there. (Its not suppose to be there)
