Reindexing of issue occurs twice after workflow transitions

First of all: Every transition contains IssueReindexFunction which actualy never reindex issues!!!
It never calls because SimpleWorkflowManager.doWorkflowAction disabling indexing system wide (sic!). What happens when in paralel works other threads which should index?
Secondary: when transiton finished SimpleWorkflowManager calls reindexing of this issue.
After all of this by event system triggered IssueIndexListener, which also call issue reindex.

Please look in JRA-21592. It shows what this events dosn't blocked by unnecesary waiting.
