CSV Importer uses wrong text encoding when importing file containing non-Roman characters

      The CSV Importer uses the wrong text encoding for CSV files containing non-Roman characters (Japanese, Korean, etc). The CSV file is saved as UTF-8 and the Japanese displays correctly when opening it in a text editor, but when importing the CSV into JIRA the Japanese characters are rendered as high-ASCII gibberish. See the attached screenshot, and I've attached the sample CSV I used as well.
