Issues created from email don't have their custom fields set to the default value

      Subject says it all. Custom fields ought to have their value set to the default when created from email. My configuration:

      com.atlassian.jira.service.services.file.FileService
      directory: /tmp/emails
      handler: com.atlassian.jira.service.util.handler.CreateOrCommentHandler
      handler.params: project=TPA, issuetype=1, reporterusername=test
