      some of our users "complain" (not too loud!) that only jira admin can create project, for instance.
      what about grouping project and setting up a "project group leader" ? (he would only be able to modify his group elements (projects, permission schemes, etc))

      next step would be to allow this leader to create user, for instance...

      is it possible to hope to see this in a near future?
