Allow Filters and Dashboards to be owned by a group or change the owner

Currently, filters and dashboards are restricted to one owner. On a larger team, it quickly becomes valuable to share ownership with a group of people managing the communication and knowledge sharing over the team.

Hacks include creating a dummy shared account for managing shared filters and dashboards, but that is a pain. There is no ability to change the ownership either.

Senario:

1. Joe creates some cool dashboards and filters that 200 people sign up to see
2. Joe leaves the company

Senario:

1. Joe creates some cool dashboards and filters that 200 people sign up to see
2. Joe gets moved to another project or becomes too busy to maintain it
