Issue display window fixes the issue summary at the top of the displayed portion

The issue display window uses some trick to keep the issue summary at the top of the displayed portion, in BIG LETTERS. On my screen, this occupies about 1 inch of the 6 vertical inches available for displaying the page, which is quite annoying.

In general, page design should avoid anything that does not scroll with the body of the page, since the user is then forced to dedicate screen space to that thing.
