atlassian-jira pom depends on oracle-jdbc15, not in public

The latest JIRA 4.1-RC POM (in our public m2 repo here) is pointing at oracle-jdbc15, with the comment that we distribute that artifact with our software.

However, there is no oracle-jdbc15 artifact in our public repo (expected here but only found here). I'm not sure if it should be there, or whether the dependency shouldn't be in the POM (it's not clear from Oracle's licensing terms that we're actually allowed to redistribute their JDBC stuff).

In any event, this is causing trouble for the Plugin SDK's integration tests: it tries to pull JIRA, to create and install a dummy plugin, but fails on the oracle-jdbc dependency.
