JQL - "FixVersions not in ( A, B, C, D)' doesn't return issues without Fixversion

      When creating a filter 'FixVersion not in ( A, B, C, D)' issues without a version are NOT returned.
      This is confusing for users that are not up to speed with the concept of 'NULL'.

      It might be too late to adapt as changing this behaviour might break the semantic of existing filters.
