SOAP Service doesn't strip characters that are no valid in XML 1.0

      XML 1.0 doesn't allow all Unicode characters. In particular, most of the control characters are invalid. It appears that the SOAP service does not strip these characters out if they appear in issue details when sending a SOAP response.

      For instance, if the description contains SOH (Start Of header, ASCII Decimal 001) – an invalid character in XML 1.0 – JIRA should replace it.
