In the new permission scheme (and maybe the old one, but we never found this before), the 'reopen' permission is granted to users with the 'resolve' permission. It seems to me that this permission should instead be linked with the 'close' permission.
As developers, we resolve issues for our users to test. They have 'close' permission, but not 'resolve' permission. So, if the issue they are testing turns out not to be fixed as required, they have no means of reopening the issue. Whilst this is good news for us developers, the users are less happy
