Is it possible to create filters or saved searches compromising a number of specified (but otherwise unrelated) issues?

I know you could acheive this through the watchlist, but this only allows for one group of issues per user. We would like to group together issues into a single view on the Issue Navigator that might not be otherwise grouped by a version or field.

A bit like creating a group, except with bugs instead of users
