Exception when Issue is edited where the reporter has been removed from Active Directory

    Description

      We are using Jira with Crowd User Management.

      If an issue A has been reported by user A and user A is deleted from Active Directory (which is a common use case), issue A can not be edited any more. Even not by an administrator with full permissions. If an administrator tries this, an exception occurs. An administrator with full permission should always be able to edit all issues.

      If an issue A has been reported by user A and user A is renamed in Active Directory (because he has married and his user name is build with the last name), issue A can not be edited any more. Even not by an administrator with full permissions. If an administrator tries this, an exception occurs. An administrator with full permission should always be able to edit all issues.

      Actually we can not do anything with these issues (even cloning, bulk editing, changing the reporter does not work).

      Because users frequently leave the company or marry etc. the number of issues which are not usable any more is getting bigge and bigger. This will lead soon to a unusable system
