      Steps to reproduce:

      1 Open some issue for view.
      2 Add "Link" to another issue and set its type to "depends" for instance.
      3 Try to change link type from "depends" to "duplicate"
      4 YOU CAN'T

      Expected result:
      You can change Link Type any time.
