Indexing threads do not seem to shutdown correctly when running JIRA func tests.

It appears that JIRA does not kill all the indexing threads when running the func tests. I guess it has something to do with the rate that we import data.

In the middle of the windows installer func tests there were over 1600 indexing threads active but not doing anything. I have attached the stack trace.
