Two Dimensional Portlet not linking to Issue Navigator correctly

I have a filter which I put into the Two Dimensional Stats Portlet and set the X axis to be Assignee and Y axis to be Priority. However when I click on the numbered links the issue navigator does not show the correct number of issues. It seems like whatever is on the Y axis, that will be filtered in the Issue Navigator but the X axis value will be ignored. I was able to verify this by switching the axises for Assignee and Priority, if Assignee becomes Y and Priority becomes X, the issue navigator will filter on assignee and not priority.

Is this a known issue?
