Recently Created Issues Chart is no longer clickable and doesn't show hover information

When the Recently Created chart was migrated into Gadget form for 4.0, it seems that the hover information was lost. This produces charts with rather useless x-axis labels and no way to get the information.

Also, you used to be able to click a bar and get the issues from that bar in search results. You can't get that now in 4.0

Also, since this has been lost, the red/green divide is now unexplained. There's not even a link anywhere to an explanation of the chart.
