When running Jira and Bamboo in same Tomcat instance and integrating via jira-bamboo plugin, system hangs on startup

I have installed the latest versions of Bamboo and Jira on the same server in the same Tomcat installation. When I enable the Bamboo plugin in Jira and enter the URL of the Bamboo server, the system hangs on restart after the Jira plugin initialisation, probably because it is trying to connect to the Bamboo server, which is not yet initialised.
