Cannot stop and start the JIRA web application under Weblogic

    Description

      When you try to stop and start the JIRA web app in WLS, JIRA locks up saying "JIRA Startup Failed" and giving the following Description:

      Key class com.atlassian.plugin.classloader.PluginsClassLoader duplicated
