Watched Issues and Voted Issues gadgets do not display the correct issue limit

    Description

      As noted in JRA-19031, the Watched Issues and Voted Issues gadgets have a configurable maximum number of issues that can be displayed via the jira.table.gadget.max.rows setting, however the gadget always displays "maximum of 50" regardless of that setting. See the attached screenshot.
