Single and double quotes pasted in are being converted to garbage characters

When doing a copy of special characters into Jira, such as quotation marks and/or apostrophes, on update, they are being replaced with strange characters. For example: Create a "Switch Template" Feature --> Create ⿿Switch Templates⿝ Feature
